Why can't she feel the cold? Does she have a nerve problem, or leprosy? Or is this because of swelling? Is the leg swelling a lot? Is it crooked? Is there a bone sticking out of it? We can't x-ray her from here, so that's what she should go do if she thinks it might be broken. The major symptom of a break is swelling, so if there's a lot of that, she should suspect. Is it getting discolored, like bruising? And she should ice it, broken or not, but only for 20 minutes on, 20 minutes off if she can't feel cold. That will help slow the swelling. But your best bet is to get a professional opinion. You can start with Ask-a-Nurse, unless one answers here, that's a free phone-in service available in most cities, and then the next step is to an Urgent Care or ER if the nurse or you or your sister suspects it may be broken. It's not something to mess with if it's a break.

If she can walk on it make an appointment with the doctor or go to the hospital. If she has no feeling and has problems walking Have her go to the hospital before it gets worse.
