Is 72 over 38 low blood pressure?

    yes it is. the normal is 120/80 mmHg.

    Adult, adolescent, or infant? Active and healthy, or inactive and ill?
    I think that the first thing I'd do is check the competency of the person who took the B/P to begin with. A reading that low, should have been checked more than once because it's low enough to be alarming.
    Keep in mind that athletes run low blood pressures, sometimes very low.
