Is coca-cola more likely to cause low blood pressure or high blood pressure?

Actually, the answer to your your question is "both".
Coke contains massive amounts of caffeine and sugar, both contribute to dehydration, which is the cause of high- and low blood pressure. The cells need nutrients that water and salt deliver and when you don't drink enough water, the body will look to other sources. The blood is made up of 94% water, so this is a popular "watering hole".
The only difference in the causes of high-and low blood pressure is, in high blood pressure the arteries constrict when water is removed from the blood to inject into the cells, and also the blood thickens. It requires more pressure on the heart to pump the blood.
In low blood pressure the arteries don't constrict, so the open space in the arteries won't allow the pressure to build up.
