There is an absolute chance. Exercise is the way to do it, bud. You can increase it to 100% of it's current capability if you want to. Aerobics is the way, and any exercise is good.

What you are refering to is called Ejection Fraction(EF) and your EF is 35%. How to increase it?
If the heart failure is due to coronary artery disease or blockages in the heart arteries(as it in your case), bypass surgery can often be beneficial.
All patients with heart failure benefit from medical therapy and education regarding the importance of a low sodium diet, exercise, and compliance with their medications. Many patients will have improvement of their heart failure to normal or near normal heart function on medications alone, while others may require a pacemaker or surgery.
Patients with coronary artery disease and an ejection fraction below 35% or those with heart failure from other causes and an ejection fraction below 30% benefit from a prophylactic implantation of a defibrillator. Defibrillators detect abnormal heart rhythmns and initially try to pace the heart faster than the abnormal rhythmn. If the defibrillator is not able to pace the heart out of the potentially lethal heart rhythmn, it will deliver a shock. Defibrillators have been shown in studies to save lives.
Your doctor can discuss with you if you are a candidate for implantation of a defibrillator, pacemaker, or surgery.

Ejection fraction 35% is moderate. Stem cell therapy may be beneficial for heart patients. If you have blockages in left anterior descending artery (LAD) or left circumflex artery (LCX), you may undergo heart bypass surgery (CABG or Off-pump CABG).
