I have taken my mom 3 times to the ER with lots and lots of pain. They do all kinds of test including ultra sounds. They conclude that she has "Gall Stones" but that even though she is in lots of pain, they say that she is not at risk and does not requier Emergency Surgery. She was refered the 2nd time I took her to a gastrointerologist and than to a surgen. They said she wasn't at risk at the moment and to wait for a call and see who would do her surgery. I've been calling and they still don't have an answer. Is it possible that it has to do with the type of insurance? they don't say so but my mom has the Anthem-MediCal. Can you be refused and be left to die if not enough coverage of insurance?

Why doctors at the Emergency Room refuse to do surgery right away for GallStones?

She needs to see another doctor. If a stone becomes lodged somewhere where it shouldn't be, then she's going to be in big trouble. Insist that she see someone else, maybe in a different town. Good luck to both of you.

Not every attack of acute gall stones requires surgery. In general, you want the infection & disease to "cool off" before surgery.
She certainly does need to get set up for surgery in the near future. Depending on where you live, it might be hard to find a surgeon that takes MediCal. Talk to Anthem/MediCal and find a surgeon near your mom.
